ISLAMABAD: Chief of the Earthquake Reconstruction Authority and the Army’s Engineer In-chief Lt. General Mohammed Zubair has disclosed that the authority will rebuild entire cities of Muzaffarabad, Balakot and Bagh destroyed in the deadly earthquake, while three tehsils of Rawlakot will also reconstructed again.

In an interview General Zubair said rebuilding in Azad Kashmir would be started within next three months and completed in four years period.

He said houses and other structures in the new cities would be quake-proof with a new heating system. The heating system will also help to curb cutting of trees in the region, General Zubair said.

“I will recommend the government to open Azad Kashmir and other calamity-hit territories for tourism, so as the economy can get boost from tourism”, he added.

World fails to grasp scale of disaster: UN

MUZAFFARABAD: The international community failed to grasp the scale of the South Asian earthquake and more than two weeks after the disaster, the response is still not enough, a UN relief official said Sunday.

Rashid Khalikov, the UN humanitarian aid area coordinator in this quake-hit capital of Azad Jammu and Kashmir, said international relief agencies were "still coming to grips" with the disaster, which killed more than 50,000 people and left more than three million homeless in difficult mountain territory. "Two weeks after the earthquake that devastated this region countless thousands (of people) need to be reached in high-altitude terrain," he told reporters.

"In the first few days after the earthquake the world clearly did not comprehend the magnitude and complexity of the disaster. "Even now we are still coming to grips with the extent of the people’s needs as new information comes in from previously inaccessible areas."

                        Recruitment crisis in British army
                        (Updated at 0805 PST)
LONDON: Britain's defence ministry will pay 500 pounds (890 dollars, 735 euros) to soldiers who persuade friends to sign up amid a recruitment crisis partly triggered by the Iraq war, reports said here Sunday.

Adding to the problem, more than 6,000 members of the Territorial Army -- made up of part-time reservists -- have quit in the past year because of the Iraq campaign.

A Ministry of Defence document showed that the British infantry is facing one of its worst recruiting crises -- less than half the number of recruits needed will join this year.

The infantry was under greater strain than any other part of the army because it provides most of the 8,500 troops serving in Iraq.

A further 3,200 soldiers who are due to be deployed to Afghanistan next April will come mainly from infantry battalions.

The infantry, which contains about 28,000 soldiers, is 1,859 men under strength. This figure will rise to 2,288 -- about eight percent of the total -- by next March, the document revealed.

New Delhi blasts toll rises to 61
                          (Updated at 1030 PST)
NEW DELHI: At least 61 people were killed and 188 injured in a series of blasts which rocked the Indian capital New Delhi, a home ministry official told a foreign news agency on Sunday.

The total deaths are 61 and injuries are 188, said the official, who asked not to be named.
Most of the deaths occurred at the southern Sarojini Nagar market, where the blast caused a number of gas cylinders used by stallkeepers to explode, and at Paharganj, an area frequented by tourists near Delhi's main railway station.

A third blast occurred on a bus in New Delhi's Okhla industrial area but quick thinking by the bus driver, who hurled the device out of the vehicle as it exploded, prevented a number of deaths, police said.

Shortage of food could kill more, warns WFP
ISLAMABAD, Oct 31: Earthquake survivors in Pakistan will start dying from lack of food within a month if the world fails to help, and women and children will be the worst hit, the World Food Programme (WFP) said on Monday.

There are already early signs of nutritional deficiencies in remote mountain areas hit by the Oct 8 quake and weakened people will fall prey to disease, the UN agency’s emergency coordinator Michael Jones told AFP.

“In one month’s time we will start to see malnutrition-related diseases and we will start to see people dying, they will say from hunger or starvation but it will be from weakened bodies,” Mr Jones said.

The WFP on Friday more than doubled the number of people it said needed food aid including vitamin-enhanced wheat flour, saying it now had to get supplies to 2.3 million before snow starts to fall in mid-November.

Pakistani gets death for Delhi fort attack

NEW DELHI, Oct 31: An Indian court on Monday sentenced a Pakistani to death, one of seven people convicted for aiding a deadly militant attack on soldiers at Delhi’s historic Red Fort, a court lawyer said.

Mohammad Arif, who used the alias Ashfaq, was handed the death sentence for his role in the December 2000 attack that killed three people at the Mughal-era fort, the lawyer told reporters.

“The court said this was a direct attack on the Indian government and by attacking the Red Fort they wanted to prove they could strike anywhere in India,” the lawyer said.

Ashfaq and five other armed men had sneaked into the Red Fort late on Dec 22, 2000 and opened fire, killing two soldiers and a civilian.
