but who will decide the good or bad

modesty in one person's eye can be real bad in others

for example , wearing a short skirt in america is modesty
but if you wear that in Pakistan , the people say it is un modest

if you wear full burka in pakistan it is modest
and if you wear that in america they say it is un modest

who will decide what is good or bad

my dear sister
it is Almighty Allah who have told us in Quran what is right and what is good
so we have to follow that
