Ans1: Always keep your files on USB or floppy or even buy one re-writeable CD which works exactly as USB, if your Admin has disabled CD writing then download portable version of NERO
Portable software available these days, you dont have to install them just rum from floppy, CD or USB

Ans2: I know how to to enable USB through Windows Registry but your Admin might have disabled Registry Editor as well.
The only option is to reset Admin account through ophCrack
LogIn as Admin with the new password & change your user rights

There are several video tutorials on YouTube how to reset Admin account through ophCrack. You will be in big trouble if your Admin finds out!!
