    When it comes to innovative begging methods, there is no match for Pakistani beggars.

    They come to Dubai clad in expensive lounge suits, get a limousine service from the airport and stay in three to four stars hotels. And then start begging.

    Some leading travel and tour operators in Dubai, who offer tour packages in collaboration with tour operators in Pakistan, said that they were facing problems with tourists who purchase tour packages to Dubai but start begging here.

    "They purchase tour packages ranging from Dh2,500 to Dh4,000 including visa, three to four days' hotel stay and airport transfer and no one suspects that they would be begging," said a marketing manager of a leading tour operator company in Dubai.

    He said that they had caught at least 30 cases of these 'VIP beggars'. While some have been caught by local authorities during routine operations against beggars, many have been caught by travel agents and their friends.

    According to tour operators, dozens of VIP beggars had managed to come to the UAE by taking tour packages.

    Investigations conducted by Gulf News revealed that after staying in three or four stars hotel for the duration of their tour package, they move to friends' houses or rent cheaper rooms in flats, instead of going back.

    Then, the mission starts. They replace their lounge suits with tattered clothes, twist their arms, legs or fingers as if they are broken and start begging.

    Many also put on urine bags and take to streets in various emirates begging people for medical help. They can earn between Dh500 and Dh800 daily.

    Some of them also introduce themselves as representatives of religious school or mosques and asked people for donations.

    Another tour operator told Gulf News that tour operators are now keeping an eye out for these "tourists-turned-beggars."

    "Once a tourist, who was on our tour package, came begging in our own office. I recognised the person and immediately collared him," he said.

    When his passport was checked, he had visas stamped for the UK and many other Arab countries. "This is my profession and I travel various places to earn my living," he said when asked why he was begging.

    "This problem is new and started some two to three months ago but we came to know about it recently when some of them were caught by authorities and our agency was fined," said a tour operator.

    According to Dubai Municipality statistics, the civic authority inspectors in cooperation with Dubai Naturalisation and Residency officials had arrested 1381 beggars in Dubai in 2004 while 992 beggars were arrested in 2005.
